中国西部农村地区的能源贫困与可再生能源资源利用

中国西部面临的两个最为迫切的问题是农村贫困和环境恶化，中国西部农村还有大约100万未接人电力的农户；多数农户的炊事仍然以传统生物质能源为主。西部地区具有丰富的可再生能源资源，充分利用和发挥这一优势还有助于西部农村能源贫困的缓解、缩小地区用能差距。实践表明，中国政府在西部农村地区实施的可再生能源项目取得了显著的效果，但发展西部农村可再生能源还存在现实的阻碍；所以，需要政府在财政、税收、信贷、融资等方面给予强大的支持、发挥民间投资的积极性、拓宽融资渠道、建立完善的农村能源服务体系。

The Exposition of Non-electricity Customers,Renewable Energy,Power Poverty Problems of the Aural Rreas of Western China

Rural poverty and environmental deterioration in rural areas of western China are two urgent issues that China has to address, around one million rural households still cannot access to electricity in western China, and traditional biomass energy is still dominant in cooking fuel. Western China has abundant renewable energy resources. Making full use of this advantage will be an effective way to alleviate energy poverty in western China. Chinese government＇s renewable energy projects implemented in rural areas of western China have received notable effect, but realistic barriers still exist in developing renewable energy in the western China. So, strong supports in budget, tax, credit and finance from the government, encouragement to private investment for more financing channels and establishment of a complete rural energy service system are necessary.
