公共行政管理的伦理基础

长期以来 ,行政管理学界高扬效率、忽视伦理的主题定位 ,在一定程度上阻碍了行政管理学研究向纵深领域的发展。公共行政管理从产生时起就与某种伦理价值观相联系 ;公共行政管理必须围绕着“公共利益”而建构和运作起来 ;从伦理学的角度看 ,公共行政管理具有对公众负责、公正、合法性、多样性、正义等特征。结合行政管理的过程分析 ,公共行政管理的伦理规范主要内容为公益至上、有害不为、慎用权力、社会责任、平等竞争、增进信任。这些规范为公共行政管理奠定了伦理基础

The Ethics Foundation of Public Administrative Management

The subject location of publicizing efficiency while ignoring ethics in academic circle of administrative management has hindered the development of the research on administrative management to a certain extent for a long time.Public administrative management had been related with some value of ethics since it came into being.It must be formed and run around"public interests".Examining from the angle of ethics,we find that public administrative management has characteristics of being responsible to the public,impartiability,legality,variety and justice.Analysing its process,we find that the main contents of ethics standard of public administrative management indudes public good supremacy,undoing harmful things,exercising power cautiously,social responsibility,fair competition and promoting trust.All these lay the foundation of public administrative management.
