数字出版基地的内涵及界定

建设数字出版基地是政府倡导的发展数字出版产业的重要模式，并在各地掀起了建设数字出版基地的热潮。由于国家没有对数字出版基地做出权威的界定，各地又缺乏统一的认识，导致在数字出版基地建设实践中出现了诸多问题。本文以数字出版的定义为基础，研究数字出版产业的构成，进而探讨数字出版基地的内涵，认为数字出版基地是数字出版产业集群化发展的一种表现形式和高级阶段，并对数字出版基地做出了界定，形成了较为完整的数字出版基地的概念。

On the Definition and Connotation of Digital Publishing Base

As an important pattern proposed by the government to develop the digital publishing industry, the digital publishing base has aroused a great upsurge in its construction around the country. However, many issues have been emerged in the construction of digital publishing base due to the lack of authorized definition by the government and general understanding among different cities. This essay studies the elements of digital publishing industry on the basis of its definition, and further discusses the connotation of digital publishing base. It argues that the digital publishing base is a pattern of manifestation and an advanced stage of industrial cluster development of digital publication. A rela- tively complete definition of the digital publishing base is defined and generalized in this essay.
