教育政策伦理的内涵、本质与意义

摘    要:教育政策伦理是教育政策主体调节教育利益所遵循的价值和规范,包括教育政策伦理价值和教育政策伦理规范两个层次。在本质上,教育政策伦理是规范教育政策客观存在的道德关系的准则体系,是调整各种教育利益关系的有效手段,是社会主流价值对教育政策的道德诉求。当前,加强教育政策伦理的研究,对于规范和指导教育政策主体的政策行为,保证教育政策的公正与公平,提高教育政策的效率,确保教育政策公共利益的实现,都具有十分重要的意义。

Abstract:The educational policy ethics are the value and norm followed by the main part of the educational policies in regulating educational interests.They are made up of values and norms.In essence,the educational policy ethics is a principled system regulating the moral relation existing in the educational policy,an effective means to regulate the various educational interests and the moral request made by the major social values to the educational policy.Nowadays,it is essential to strengthen researches into the educational policy ethics in order to regulate and monitor the policy behavior of the main part of the educational policies,ensure the justice and fairness of the educational policy,speed up its efficiency,and guarantee of its realization of public interests.
