| 摘 要： | 我国行政管理模式由管制型政府向服务型政府的转型涉及民主与法治的诸多理论问题。这些理论问题主要包括:服务型政府与有限政府的关系、服务型政府与公民社会的关系、服务与规制的关系、服务与法治的关系。正确处理这些关系是实现我国行政管理模式和整个社会治理模式顺利转型的基础和保障。本文就有关这些关系的理论和实践所作的研究与得出的结论均只是初步的,深度的研究和结论还有待各级、各地政府建设服务型政府实践的进一步深化和经验的进一步积累。
