| 摘 要： | 实现人类社会和谐发展,构建和谐社会是人类共同理想和追求的目标.社会保障制度是实现这一理想和目标的首选的制度性安排.社会保障在保障民生、调节生产与分配、化解社会风险、缓和贫困等方面,发挥着市场经济所不能发挥的作用.

| Abstract: | That the society develops harmoniously to build a harmonious society is the ideal of all the human beings.The soical safeguard system is the first important system to realise the ideal and aim.In stead of the market economic,the social safeguard plays an important economic,the social safeguard plays an important role in the safeguard plays an important role in the safeguard of people's livelihood,balancing the production and distribution,avoiding the risk and preventing from poverty. |
