重大事项社会稳定风险评估指标体系的构建及运行

重大事项社会稳定风险评估对科学评估重大事项的社会稳定风险、积极化解社会矛盾具有重要意义。建立重大事项社会稳定风险评估制度,要坚持外部评价与内部评价、客观评价与主观评价、合法性与合理性、可行性与可控性相结合的基本原则,进行科学、规范的风险识别、风险分析与风险评价,并在此基础上进行有效的风险控制,从而构建一整套科学合理的评价指标体系并形成可操作的实施办法。评价指标体系主要应考虑两个方面:一是看重大事项实施是否具备支持性的外部环境;二是看重大事项本身是否具有合法性与合理性、可行性与可控性。可操作的实施办法主要包括:确定评估对象,制定评估方案;进行调查分析,全面掌握情况;科学评估风险,编制评估报告;运用评估结论,确定化解措施;全程跟踪评估事项,确保实施过程的稳定。

On the Construction and Operation of Index System of Social Stability Risk Assessment of Major Issues

It is of great importance for social stability risk assessment of major issues to scientifically eval- uate social stability risk of major issues and positively solve social contradictions of major issues. The implementation measures include that determining evaluated ob- ject and developing assessment programs, fully investigating and analyzing and grasping the situation, assess- ing risks scientifically and preparing assessment reports, using evaluation findings and identifying resolved measures, and tracking assessment matters and ensuring the stability of the implementation process.
