| 摘 要： | 人口是城市发展的重要内涵和基本条件，对人口发展中的风险进行有效的管理和控制是实现城市可持续发展的题中之义。文章从“人口安全”和“人口风险”的概念及基本特征入手，阐述了人口风险管理与控制的总体思路，分析了我国大城市人口风险的突出表征及应对策略。人口风险的多元化特征决定了对人口风险的控制，必然是一项复杂的社会系统工程，必须在多个层面上用协调的整合的方法进行监控、管理和防范。
