In constructing the big cultural region in Inner Mongolia, we should firstly depart from age, facing the world and the whole nation, integrate its whenness with the regionalism and the nationhood of the culture together, establish the strategic macro-goal to diminish the imbalance between the culture and the economic development and the imbalance between cultures, and secondly unify a lot of micro-goals to the requirement of the culture by the social development.
