| Abstract: | To implement rule of law and construct socialist political civilization, requires knowing and understanding that the idea of rule of law implies not only the implication of the theme-political civilization, but also the effective ways and means to approaches to kernal problem concerning construction of political civilization, which bears an important theoretical sense in furthering the recognition of the meaning of concert of political civilization with paper characteristics. |
