基于增减挂钩模式“迁村并点”效益探究——以邙山镇六村为例

城乡建设用地增减挂钩是对农村居民点整治规划的新思路,被广泛应用在当前新农村建设中,对邙山镇六村居民点整治“迁村并点”的规划方案加以研究,探究城乡建设用地增减挂钩“迁村并点”模式下可取得的规划效益,“迁村并点”不仅可以促进土地的节约集约利用,而且可以完善公共基础设施,改善农民的居住环境;同时还可以促进农村的经济发展,促进城乡一体化发展的进程;但最终的规划效益取决于方案的实施情况,所以在规划方案实施过程中,为政府监督管理部门提供政策参考;也为农村居民点整治后的效益评价体系提供了参考依据。

On the Benefits of Village Relocation and Combination Scheme Based on Balancing between the Increase and Decrease of Urban and Rural Construction Land:A Case Study of Six Residential Points in Mangshan Town

Keeping balance between the increase and decrease of urban and rural construction land is new to the rural residential land consolidation plans, which is widely used in the current new socialist countryside construction. Analyzing ＂the village relocation and combination scheme＂ of six residential points in Mangshan Town and exploring the benefits this mode may bring, we can conclude that ＂village relocation and combination＂ can promote the economical and intensive utilization of land, improve public infrastructure and the living environment and promote the development of the rural economy and urban and rural integration process. However, the ultimate benefits depend on the scheme implementation. In the planning process, it provides policy reference to the government supervision and management departments and reference for the benefit evaluation system of rural residential land consolidation.
