| 摘 要： | 1999年我国实行高校扩大招生政策以来,我国高等教育从精英教育进入大众教育阶段。要确保高等教育持续、协调、可持续发展,必须以科学发展观为指导,进一步适度扩大高等教育规模,并理性认识和科学解决好高等教育发展中的办学质量、办学层次和办学特色问题。

| Abstract: | Since the policy of expanding university enrollment was implemented in 1999,Chinese higher education has stepped into the stage of mass education from the elite one.The consistent,(coordinated) and sustainable development of higher education calls for scientific outlook on development as its guideline.The higher education scale should be further expanded in an appropriate way and such issues as quality,levels and features of running school should be rationally considered and scientifically settled. |
