我国产业结构升级的障碍与对策

我国总量扩张的经济增长方式,带来了严重的空气和生态环境污染问题,已经不可持续产业结构升级能为经济发展释放新的动力.详细分析了目前我国产业结构中三大产业的产值与就业比例严重不协调、东中西部产业结构差异巨大、工业产能过剩重复建设等突出问题,认为要促使产业结构合理化和高级化,必须给政府角色重新定位、建立地方政府“绿色的”考核制度和财政体系.

A STUDY OF THE OBSTACLES AND POLICIES FOR READJUSTMENT OF INDUSTRIAL STRUCTURE IN CHINA

The current economic growth of China is no longer sustainable, and poses serious air and environ- mental problems. Upgrading industrial structure can bring new impetus for economic development. This paper analyzes the problems in our industrial structure, such as a serious lack of coordination between industrial out- put and employment rates, a huge difference in the industrial structure in the east, mid and the west, an over- capacity and duplicated construction and etc. There has been no improvement in the secondary industry re- source consumption, low added value, and lack of innovation. In order to rationalize the industrial structure and facilitate advancement, repositioning the role of government and establishing a ＂green＂ appraisal system and financial system are necessary.
