| 摘 要： | 在回顾新中国成立以来农村土地制度变迁的基础上,分析了观光农业中土地流转的方式,提出土地流转中保障农民的合法权益是关键,同时,提出3个措施:(1)组建农业旅游合作社;(2)地方政府在招商引资中应严格把关,保障农民长远利益;(3)确保观光农业中土地流转政策与制度的良好实施。

| Abstract: | In reviewing the history of rural land property rights system transition since the founding of New China,some modes of land transfer are analyzed in the development on sightseeing agriculture.In the course of land transfer,the three countermeasures to protect the legitimate rights of farmers are proposed as follows.(1)Agri-tourism cooperatives should be established.(2)Business invitation and investment attration should be checked on strictly by local government to safeguard farmers′ long-term interests.(3)It is also important to ensure good implementation of the policies and systems of rural land transformation in sightseeing agriculture. |
