“十二五”时期辽宁产业发展战略研究

产业升级是经济发展方式转变的客观要求和实现方式。客观分析辽宁“十一五”规划执行以来的产业发展状况，总结问题和经验，针对当前和未来的经济发展形势，准确判断辽宁所处的经济发展阶段，立足国家建设和东北振兴提出的新要求，提出“十二五”期间辽宁产业发展的战略定位为：具有国际竞争力的装备制造业和国家新型原材料核心基地，东北地区对外开放门户，高技术及其产业发展领先区，沿海经济发展的新增长区，老工业基地全面振兴示范区，指出产业发展重点应集中在装备制造业、高技术产业、战略性新兴产业和生产性服务业，为辽宁“十二五”期间产业发展指明方向。

Study on industrial development strategies for Liaoning Province during 12th Five-year Plan

Industrial upgrade is the objective requirement and way of realization of the transformation of economic development mode. The situation of industrial development are analyzed since the implementation of the l lth Five-year Plan in Liaoning Province, and the problems and experiences are summarized.. According to the status quo and future trend of economic development, and the judgement of development stage of Liaoning economy, the strategic positioning of industrial development in Liaoning Province during the 12th Five-year Plan is suggested on the new requirements of national construction and revitalization of the Northeast： the core zone of equipment manufacturing industry and new raw materials with international competitiveness, the gateway of opening-up of the Northeast area, the leading zone of high technology and its development, the new area of coastal economic growth, and the model area of overall revitalization of the old industrial base. It is pointed out that the key fields of industrial development should be focused on equipment manufacturing, high technology, new strategic industry and productive service industry, which indicates the direction of industrial development for Liaoning Province during the 12th Five-year Plan period.
