| 摘 要： | 鉴于我国特有社会经济体制下出现的“三农”问题，从城市化深刻内涵出发理解城乡关系，深谙新农村建设与城市化发展的逻辑关系和内在联系，将成为破解目前新农村建设实践中所出现“僵局”的关键点。通过对城市化进程不同阶段城乡功能演进中农村发展特征的分析，在我国城市化发展现阶段新农村建设与日本、韩国乡村发展的对比研究中，探究我国新农村建设发展的新契机，提出:以建立在区域差异性基础上的城市化水平为轴线，在划分区域功能分工中延续城市功能建设新农村，最终达到城乡一体化的新农村建设。
