| 摘 要： | 中美两国于首轮中美战略与经济对话框架下的经济对话中，就有关主权财富基金及其投资问题作出了承诺。承诺是在中美两国对于主权财富基金及其投资问题存在疑虑的背景下，为解答疑虑，促进贸易和投资，从中美各自和共同利益出发而作出的。承诺的内涵是中方同意遵守圣地亚哥原则等普遍接受的原则和做法，美方承诺遵守开放和非歧视原则。这种承诺对中美两国并没有“硬性”的法律约束力，但具有重要的法律影响。
