On development of Islam and the Muslim policy in Russian Empire

Islam is one of the traditional religions of Russia. In the course of territorial expansion of Russian Empire, more and more foreign Muslims became its subjects. In the course of Empire＇ s development, Muslims played an very important role. The first Russian census of the year 1897 showed that Muslims population had reached 13,889,400; it took 11.06% of nation -wide total population at that time.
