| 摘 要： | “以德治国”是以江泽民为核心的党的第三代领导集体对我国治国方略的新发展 ,具有重大的理论和现实意义。“以德治国”方略的阶级本质和基本要求、实施“德治”的特有方式和我党在国家治理中的特殊地位、加强和改善党的建设规律等决定了在推行“以德治国”的过程中必先“以德治党” ,从严治党 ,切实加强党的建设。

| Abstract: | administering the state with morals' is the new development of general plan of administering the state which the Party's third generation of leading group with Jiang Zemin as the core conducts, having great significance in theory and practice. However,the class nature and basic requirement of our Party's general plan of 'administering the state with morals', the special way of implementing 'administering the state with morals', our Party's special position during the course of administering the state and the law of strengthening and improving the Party's construction decide that during the course of administering the state we must administer the Party with morals in advance, severe in administering the Party, strengthening the Party's construction practically. |
