和谐社会给我国政府管理价值取向的定位提出了新的要求.构建和谐社会政府管理目标应从我国分配政策的反思开始,构建公平与效率二者均衡互动的分配体制。政府管理应选择从权力本位向权利本位转换、从"官本位"向"人本位"转换,以权利模式为主兼顾行政效率的目标模式。
