城市化进程中的社会问题治理与控制论——城市管治与客户服务型城市政府的理论与行为创新

中国高速发展的城市化是一种典型的社会转型过程,在这一转型中出现了前所未有的城市社会问题,而有些问题具有合法化危机的社会特征,关键是面对中国城市化进程中的社会问题频发的局面,到目前为止,中国在城市社会问题的管理与管治上,还没有一个完整而有效的管理模式、理论认知方式和主张。本文针对中国特有的国情和城市化与社会问题发展的现状,提出了现代性视角下的城市管治与客户服务型政府相结合的管理模式,试图在这一领域提出一种阶段性政府管理创新的模式与思路,建构市民社会的政治形态,以推动中国城市化的健康发展。
