基于制度变迁视角的“典型单位制”社区转型研究

以从属于石油化工、稀有矿产等大型垄断国有企业为代表的"典型单位制"社区,由于制度变迁的环境依赖和路径依赖作用,使企业在向社区释放社会保障职能的转型过程中受到体制惯性、资源约束和社区独立发展能力欠缺等因素的阻碍。因此,应科学规划"典型单位制"的转型目标,遵循渐进式的道路,通过企业所属行政系统和地方政府的共同主导,引进多元经济力量和非政府组织的广泛参与,建立有效的利益博弈平台,逐步实现这类企业所属社区的顺利转型。

Research for the Transformation of Typical Unit System Community Based on the View of Institutional Change
