| 摘 要： | 今天,实现对环境的保护、提高人口素质遏制人类退化继而达到可持续发展是人类社会发展的主题.我们要建设生态文明,进行绿色生育的研究,推广绿色生育工程,就是采取一系列的措施对人口再生产过程施加影响、规避出生缺陷的风险发生,使其"产品"为高素质的、聪明的、高智慧的健康人口,这是一个提高人口素质的根源性的社会系统工程.这是我们"控制人口数量、提高人口素质"的计划生育工作与时俱进的必然选择,也是我们建设生态文明的归宿.它将对社会和家庭有着非常重要的现实意义和深远的历史意义.
