| 摘 要： | 在宪政制度下,人民享有对立法、司法、行政等国家权力的监督权.以权利制约权力是时权力进行监督、防止权力滥用的重要内容,人民监督员制度是公民行使监督权的具体方式.人民监督员制度体现了民主原则,符合法治的基本要求,具有民主性、外部性、权利性、社会性的基本属性,应当在宪政的视域内界定其性质并完善相关的制度.
