| 摘 要： | 政府职能的转变和社会自主空间的扩大，对政府与公民的关系产生了相应的影响。政府在其公共政策制定和实施中，必须在追求客观、公正的同时，更加注重法治化、制度化建设，这些都对构建政府与公民良好的互助关系产生积极的作用和影响。
