析替代国制度及我国的应对策略

当代国际贸易中,反倾销成为世界各国对付不公平贸易最重要的手段之一。然而,一些发达国家在反倾销法案中针对非市场经济国家提出替代国制度,借机利用这一工具构筑起贸易壁垒,推行单方贸易保护主义。由于替代国制度存在不可类比性、不可预测性、不公平性和不确定性,我国政府应深化改革,加强外交,尽快改变“非市场经济国家”的角色,充分利用世贸组织反倾销协议及世贸组织争端解决机制解决贸易争端。此外,我国企业应争取市场经济待遇或个案待遇,争取分别税率,选择并提供好替代国信息。

On Surrogate Country System and Countermeasures in China

In the international trade nowadays,anti-dumping is one of the most important ways to fight with the unfair trade for the countries worldwide.However,some developed countries take the Surrogate Country in the suit of anti-dumping to build the trade beerier and carry out the unilateral trade protectism.Because of the shortcomings of the surrogate country system,the Chinese government and enterprises should deepen the reformation,reinforce the diplomacy,and so on,to eliminate the passive influence of the surrogate country system.
