| 摘 要： | 加快残疾人社会保障和服务体系建设,是目前和今后一个时期我国残疾人工作的中心任务。健全两个体系,目的是在维护残疾人生存权,满足其基本需求的同时,维护残疾人的发展权,促进其平等参与和全面发展。在取得很大成就的同时,残疾人两个体系建设还存在某些不足,需要研究并践行理念创新、制度创新、内容创新、方法创新及平台创新。只有做到几个方面的创新,才能进一步完善残疾人两个体系建设,在制度层面为残疾人提供良好的生存和发展平台。
