贞观年间关于安置突厥问题的大讨论

东突厥被灭后,一大批突厥人归附唐朝。唐太宗和大臣们分别在贞观四年、十三年和十八年就如何安置突厥问题展开过三次大讨论,由于大臣们在观察民族问题及民族关系的角度、对唐与突厥关系发展趋势预测、对改造突厥结果评估以及个人经历等方面存在一定差异,所以各有不同的设计方案。在第一次争鸣高潮中,安置地点和管理方式成了三派争论的焦点。在第二次大讨论中,争论的焦点是突厥能否对唐朝造成危害这一核心问题。第三次大讨论,主要是内地派、河套派及河北派等三派与唐太宗之间的思想交锋。许多大臣在三次讨论中,比较系统地阐述了自己的思想观点。
