| 摘 要： | 国际金融监管体制和方式正在发生一系列变化 ,监管机构置于中央银行之外的混业监管成为国际金融监管的一种趋势。WTO下的金融自由化不会削弱金融监管 ,GATS中的审慎措施和灵活性原则将增强发展中国家金融监管的有效性 ,也为我国在加入WTO后的金融监管提供了理论和立法基础。WTO下的我国金融业 ,随着经营模式的变革和金融转型的完成 ,监管体制将由分业监管逐步向混业监管演进 ,着力于提高效率的内控式监管和自律式监管方式也将加强 ,资本与金融账户的管制将随条件的成熟而逐步放开

| Abstract: | A series of changes has taken place in international financial regulation systems and methods. Blending regulations established outside the central bank has become the trend of international financial regulation systems. Finance liberalization in WTO will not weaken financial regulations. The prudent measures and flexibility principles will enhance financial regulation efficiency and provide theoretical and legislative basis. In WTO,along with the transformation of operating mode and the completion of finance reformation, blending financial regulation systems in China will evolve gradually from separate financial regulation systems; internal regulation and self-discipline regulation will be strengthened; the control of capital and financial accounts will be rescinded step by step as the conditions are ripe. |
