中国社会群体性突发事件有效治理的理性路径论析——一种基于公共理性的研究视角

近年来一系列社会群体性突发事件的频发,暴露了我国政府主导的治理模式,尤其是基层治理模式存在着较严重的问题.我们应在深刻反思社会群体性事件的基础上,把各地有效应对群体性事件的个案经验汇聚成制度化成果,从地方治理体制、机制上积极探索有效预防和减少社会群体性突发事件的理性路径.走向现代公共治理是有效应对社会群体性突发事件,构建区域和谐社会的公共理性之路.在各级政府主导下,多元社会主体制度化参与公共治理过程,并在完善公共治理的基础上,构建"地方公共治理、跨区域的府际合作治理、官民合作治理、社区公民治理"四者有效衔接与良性互动的"大治理"模式,是有效预防和减少社会群体性突发事件的公共理性诉求.
