基层民主建设中村民选举参与的矛盾及其化解

管理民主是基层民主建设的重要内容之一,作为村民制度化政治参与的一种重要形式,选举参与是村民表达和实现自身利益诉求的制度化渠道,是实现管理民主的基础和关键环节。但在基层民主建设的过程中,村民选举参与仍然面临着选举制度安排的原则性与实际操作的随意性、村民组织化程度低与参与诉求高、村民利益期待高与参与效能低之间的矛盾。这在一定程度上影响了村民选举参与的深度和广度,并将限制和弱化村民利益表达的发展空间和动力,势必会影响基层民主建设的进程。
