| 摘 要： | 政府诚信是指政府在行使国家行政权力,实施公共管理中,必须坚持诚实守信的原则,并以此规范和约束自身的行为方式。加强政府诚信,构建诚信政府是我国政府规范市场经济秩序、应对加入WTO挑战和加强政府自身建设的迫切需要。构建诚信政府必须从增强政府诚信理念出发,转变政府职能、健全政府责任机制和推进依法行政。

| Abstract: | There seems to be more and more crisis of government's credit in recent years. With WTO entry and development of market economic, it is a matter of great urgency to rebuild credit government. Rebuilding of government's credit aims to intensity administrative staff's sense of credit, shift government functions, strengthen mechanisms of government's supervision and responsibility. |
