在信息产业的国际竞争中．政府所面临的问题是如何协调好市场机制与政府规制功能以促进地区产业经济发展。在重庆市信息产业的发展过程中，政府规制主要体现在：干预产业发展目标方向；大力改善产业政策环境；搭建筑巢引凤产业平台；筹集资金支持产业发展；招商引资培育产业集群。促进重庆市信息产业可持续发展，应建立科学的调控机制，提高政府规制的能力与水平，重视产业自主创新能力体系建设，努力突破产业不均衡竞争态势，形成合理的产业融资模式，打造一流的产业人才队伍，引导促进产业增长方式的转变。

The Government Regulation in the International Competition of Information Industry:Example from Chongqing

In the international competition of information industry,the question that the government is facing is how to coordinate the market mechanisms and the government regulation functions in order to promote the regional industrial and economic development.In the developing process of information industry in Chongqing,the government regulation mainly reflects in:intervening in the direction of industrial development;greatly improving the industrial policy environment;building the industrial platform;raising funds to support industrial development;attracting bid for invite investments to cultivate the industrial clusters.To promote the sustainable development of information industry in Chongqing,we should establish the scientific regulatory mechanism,improve the ability and level of government regulation,pay attention to the system construction of industrial independent innovation capability,make efforts to break through the unbalanced competitive situation, form the rational industrial financing model,create the first-class industrial talents,guide and promote the transformation of industrial growth pattern.
