预算公开的价值与进路

预算公开是指年度财政收支计划的编制、审批、执行的全过程都应当以适当方式向公众公开。预算公开在保障公民知情权、建立责任政府、遏制财政腐败等方面具有重要价值。预算公开在许多国家直接由宪法进行规范,反映了对该事项重要程度的判断。各国宪法对预算公开的规定,通常由预算基本法、信息公开法、代议机关议事规则等法律具体调整。我国应立足于现阶段实际情况,在借鉴域外有益经验的基础上,由《预算法》对预算公开作出详细规定。应按照循序渐进的原则,增强预算的完整性、具体性、易懂性;并公开预算审议过程,注重主动公开与依申请公开相结合。
