| 摘 要： | 为给中原经济区的形成和发展打下良好基础，应当把统筹城乡的重点放在加快城市化进程上，更加注重非农产业和人口的集聚集群发展，尽可能减少分散发展，着力发展各级中心城市和特色产业集群，以获得更高的规模效益和聚集效益。为此，必须采取积极促进农民转移、稳妥推进新农村建设、城乡联手加快工业化城市化进程等政策措施。
