| 摘 要： | 在自产国家向税收国家转变的过程中,两个新的要素会随之出现:纳税人群体和建立现代民主制度的需求。这两个新的要素会从两个方面对政党国家体制造成影响:一方面出现扯断交叉依附连线的政治要求;另一方面政党国家的自我支持机制逐渐弱化,这种弱化是历史的进步,有利于现代民主制度的全面建设。

| Abstract: | In the process of an owner-state changing into a tax-state, two new factors arise: the group of taxpayers and the need to establish the modern democratic institutions. These two new factors will exert great influence on the system of party-state in two aspects: one is the political demand to cut the intersecting line; the other is that the self-supporting system of party-state gradually weakens. |
