| 摘 要： | 在政府投资逐步“淡出”竞争性领域的背景下,以政府为主导的公共投资正“升温”为中央政府和各级地方政府的主要任务。目前我国的公共投资决策不尽科学,公共投资存在重复浪费的现象,这也是造成近期部分生产资料价格上涨的主要原因。作者提出我国公共投资成本效益分析的概念,阐述其方法和效用,提出公共投资的选择模型,并结合我国的实际,探求公共投资决策的方略,提出政策建议。 |
