加快通辽少数民族贫困地区经济社会发展对策与思考

因历史、自然、社会、区位、传统观念的束缚，导致通辽少数民族贫困地区生活条件差、文化程度低、经济落后。要改变这面貌，就要冲破旧的传统观念束缚，加强生态建设和保护，招商引资抓好基础设施建设，加大经济结构调整力度，进一步加大组织劳务输出力度，坚持教育卫生科技文化事业发展，加大资金倾斜力度，统筹城乡发展推进社会主义新农村新牧区建设，树立和落实科学的人才观，利用好人力资源。

Countermeasures and Thinking of Economic and Social Development in Tongliao Minority Poverty-Stricken Areas

Because of the tie of the history, nature, society, niche, and traditional idea, the minority poverty - stricken areas in Tongliao has bad living condition, low cultural degree, and poor economy. To change this feature and break the tie of the old traditional idea, we should strengthen the construction and protecting of the ecosystem, continue to do a good job in investment, strengthen infrastructure transformation, enlarge the strength of the economic structure, further increase the output intensity of labor organizations, , adhere to scientific and technological education and health development of cultural undertakings, the intensity of favor increased funding, co- ordinate development, ofthe city and village , propulsion the construction of the socialism new village and new herding area, establish and implement the scientific concept of talented personnel, and make a good use of human resource.
