| Abstract: | Emphasizing law but ignoring moral is one sided like emphasizing moral but ignoring law.Combining both of them is the result of learning from historical experiences.As a new guide line of the Party in managing state offairs,it is of great hisrorical significance. Managing the Party and government strictly is the key to putling it into effect. |
