| 摘 要： | 农村免税后乡镇政府都在探索自身的职能转变,其现状基本处于以省市县为单位的外来推动,自身主动转变的能动性不够,存在着诸多困难与问题。应采取裁减机构、提高干部素质、改变工作作风、适时调整农村责任田等措施,为乡镇政府的职能转变创造良好的环境和条件。

| Abstract: | The governments of townships and towns are all exploring their own transformation of the functions after tax-free in the countryside,but their changes came from the provinces,cities and counties,and their own role of changing is not enough,so difficulties and problems exist.This article proposes some suggestions on creating a good environment and good conditions for these transformations,such as cutting down organizations,improving the cadre's quality of the townships and towns,changing the style of work in the leading department,adjusting rural(responsibility) farmland. |
