农村土地应实行租赁经营

摘    要:上世纪70年代末80年代初,农村轰轰烈烈实行的农业生产责任制是包产到户,不是土地承包,土地是作为生产资料按人口平均分配的。土地具有稀缺性、气候性、位置性,是一种不动产,其经营方式应是租赁经营。土地承包实际上就是平均分配土地,不是经营方式,其使用价值终结,没有延续性。农村土地应实行租赁经营,农村土地承包法修改为农村土地租赁法,培养具有专业技术的新型农民和从事农业的企业家,广泛应用科学技术发展农村专业化分工。
