大学制度是大学管理与运行的规则体系,它是以现代大学理念为基础建立起来的。现代大学制度是处理大学与大学外部(政府和社会)关系,同时也包括处理学校内部各种关系的一种规范的制度体系,其实质就是大学的组织体系、管理体制、学术治理结构及其相应的运作机制。在大学体制改革的背景下,建立健全现代大学制度是历史和现实的必然诉求。因此,协调行政权力与学术权力的关系,建立健全大学章程,构建校内管理架构,构建灵活的校内学术架构等显得尤为重要。

In the background of university system reform, to set up and perfect the modern university system becomes an inevitable appeal in light of history and reality situation. Therefore, it seems particularly important to coordinate administrative power & academic power, to establish and perfect the statutes of university and to structure campus management framework and flexible campus academic framework.
