摘    要:引入DEA-Malmquist指数方法评价了2011-2015年31所教育部直属"双一流"建设高校的全要素科技创新资源配置效率。结果显示:在考察的31所高校中,还有1/3左右高校的Malmquist指数小于1,导致所有高校的Malmquist指数平均值略小于1(0.983 0);B类高校的科技创新效率并不比A类高校逊色;农业类高校的科技创新效率高于综合类和工科类,而师范类高校相对较差;西部高校的科技创新效率优于东部高校,而东部高校优于中部高校;技术进步效率是各类高校提升科技创新效率的短板和未来继续深化改革发展的重要方向。

Abstract:The DEA-Malmquist index approach was employed to evaluate the total factor science and technology(S&T) innovation resource allocation efficiency (S&TIE)of 31 universities affiliated to Ministry of Education of China in the Double World-class Plan based on the data during 2011-2015. The results indicated that, first, among the 31 universities under evaluation, one-third of them still had an Malmquist index lower than one, which caused the average Malmquist index value of all universities to be lower than one(0.983 0);second, the S&TIE of B class universities was not necessarily inferior to that of A class universities; and the S&TIE of agricultural universities proved higher than that of comprehensive universities and engineering universities, while that of normal universities ranked last; meanwhile, the S&TIE of western universities appeared superior to that of eastern universities while that of universities in central China followed the last; finally, technology change efficiency proved a significant weakness to improve the S&TIE for all types of universities concerned in this paper, as well as their direction of further reform in the future.
