| 摘 要： | 运用公共选择理论分析耕地保护制度，将“经济人”概念引入耕地保护制度的供给与执行过程，分析各参与主体最大化自身利益的反应对制度执行效果的影响。分析表明：在现行耕地保护制度框架下，基于利益最大化的追求，各参与主体与耕地保护之间存在着复杂的利益冲突。应从创新政府治理结构，完善权力制约机制；完善公众参与机制；建立健全利益补偿和救济机制等方面来解决耕地保护制度中利益冲突。

| Abstract: | This paper,using public choice theory,introduces the concept of Economic Man into supply and execution process of cultivated land protection,and analyzes cultivated land protection system and the influence of the feedback of participators' maximum interests on executive effect.The result shows that in the framework of cultivated land protection system,based on maximizing interests,there are complex interest conflicts between each participator and cultivated land protection.The way to solve benefit conflicts... |
