| 摘 要： | 所谓产业高端化，是指产业从相对“低端”向相对以高科技、高附加值、高智力密集性为特征的“高端”不断攀升的可持续发展过程。产业高端化应该从产业发展状况以及产业发展所需要的外部环境对产业的支撑水平来进行测度。其中，产业发展状况可从产业的规模、结构、质量、竞争等角度分析，而产业支撑水平主要从资源循环利用程度、资源可持续性、环境可持续性以及服务支撑体系来考察。由此形成一套具有系统性、针对性、客观性和可操作化的指标体系，来识别和遴选高端主导产业。
