| 摘 要： | 现代经济发展的经验证明,人才资源是经济发展的第一资源.尤其是面对知识经济的大潮,人才越来越成为各国经济发展与相互竞争的根本因素.显然,人才不足、结构失衡已成为振兴东北老工业基地的瓶颈问题.东北经济的振兴需要政府、企业、教育三方面的努力与措施,制定一个人才兴省、人才兴业的长远战略.

| Abstract: | The experiences of modern economic developments prove that human resource is the most important resource for economic development.Facing the tide of the knowledge economy, the talent becomes basic factor of the economic development of various countries and of competing with each other more and more. Obviously, the lack of talent and the HR structure out-of-balance have already become the bottleneck problems for revitalizing the old industrial bases of Northeast. The development of Northeastern economy needs efforts and measure of government, enterprise, education, and the long-term strategy. |
