我国农地非农化乱象中政府角色的政策网络分析

我国中央政府、政府各职能部门和地方政府在经济、社会和生态发展的"政府目标"上存在偏差和背离,造成了我国农地非农化过程中"政府角色"的冲突。基于政策网络研究视角,分析了导致我国农地非农化乱象的主要原因,包括:政府多元角色的冲突、政府"维护公共价值"和"实现自身需要"的冲突、土地行政"双重管理"的冲突。最后提出了解决政府的角色冲突、调和我国农地非农化过程中出现的各种矛盾和问题的政策建议。

A Policy Network Analysis of the Role of Government in Land Conversion Disorder in China

The deviation of economic,social and ecological targets in the central government,the governmental departments and the local governments has led to the conflicts in the role of government in the process of China’s land conversion.From the perspective of policy network research,this paper holds that the main reasons for China’s land conversion disorder include the conflict of multiple roles of government,the conflict of government to preserve public values and to satisfy its own needs,as well as the conflict of dual management in land administration.Finally,some proposals are made to settle the conflicts in the role of government,and to reconcile the various contradictions and problems in China’s land conversion disorder.
