农地适度非农化:寻求合理的实现机制

近年来,中国城镇化的快速发展引起大量农地向非农部门转移。简单地对比农地非农化的数量与城镇化速度给人的印象是,似乎两者间的矛盾是不可调和的,一切非农化的农地都是推进城镇化的必要成本。然而,土地城市化的质量说明,中国的农地非农化绝不仅仅是土地数量在两个部门之间此消彼长的问题。农村大量耕地被破坏,城市大量建设用地却也闲置,一面是破坏的累积,一面是闲置的累积,这其中存在着深层次的制度问题。因此,实现农地适度非农化需要制度创新。创新要在宏观和微观两个维度上有所突破。在土地指标平均分配的基础上,政府应允许指标有偿调剂、基本农田易地代保、耕地易地补充,以产权补偿取代转移支付。
