社会公共安全预警信息发布研究

现代社会公共安全问题的多发性、关联性、弥漫性和隐蔽性特征决定了我国公共安全预警信息必须满足集约性、及时性、科学性和规范性等要求,惟其如此才能满足社会公众公共安全预警信息的需求.与此相对照,目前我国公共安全预警信息发布存在着单一性、简单性、随意性等不足.因此建立集约式的发布机制,增强部门行业间的联动协调,加强立法规范、完善发布渠道是改善公共安全预警信息发布的重要举措.

Study of Public Safety Warning Information Release

The characters of public security problem are with multiple relevance, diffuse and concealment, and they determine that China''s public security warning information release must be intensive, timeliness, scientific and normative. In contrast, at present public security warning information release is with simplicity, randomness, etc. So intensive release mechanism requires strengthening the department of industry linkage coordination, and the legislation; perfecting the distribution channels is an important measure to improve public security warning information release.
