| 摘 要： | "人才强国"战略,是我们党根据新世纪国际国内形势的变化,提出的一项重大战略决策.作为国民经济微观主体的广大企业来说,尤其是国有大中型企业来说,实施 "人才强企"战略在整个宏观经济战略层面中,具有非常重要的地位.要创新机制和体制促"人才强企"战略,巩固国有企业在国有经济的基础地位作用.
